Remove "Oct 2024" from the Dev Tooling card #334

Describe the bug Remove "Oct 2024" from the Dev Tooling card on the Rounds tab (https://retrofunding.optimism.io/rounds). Don't replace it with anything, just remove it.

Update, we can remove the card all together since we'll be doing Dev Tooling in the new format next year.
