Tidied travis.yml

Improved front-end travis.yml, supports use of different back-end repo/branch Improved docker docs, esp. section on sync'ing of changes to front-end code and back-end tests

Added script to support docker tasks and scripts Updated tests for latest front-end changes (self service portal)

Merged as improves travis CI and makes necessary updates to tests to match front-end changes. Passes tests: https://travis-ci.org/voteamerica/backend/builds/276973713

No impact on node app or db
