Back End - operator page and temporary alternative #358

This issue is a suggestion and request for feedback on the following issues

Although it's planned to create one, the operator page to support the above issues doesn't exist yet. Even once it does, there is a benefit to building the page up gradually and each addition takes dev and testing time.

So, is it possible and practical, to use Access and postgres views to help with these issues? @acqsysandrea @PamelaJohn @andrewcuan

The operator page exists and so it is now easier to enhance that page so this issue can be closed
