Back End - store new information - state, multi-lingual driver, car type, background check #359

This issue is a suggestion and request for feedback on the following issues:

Although discussion is valid on this, it seems to me that most of the basic functionality suggested by these issues is independent of new functionality for specific data fields. My suggestion is that separating out the new functionality for specific data to new issues will make these issues more approachable, and keep them separate from any debate on handling new data.

I'll go through the above issues and highlight specifically the new data fields

as noted here https://github.com/voteamerica/voteamerica.github.io/issues/346#issuecomment-390512481 new information is requested to be stored for drivers, riders and matches.

Those fields are State, Multi-lingual and Car type

NOTE: the system already supports Power chair support and Seat count and Org ID.

NOTE: background check was considered and dropped for Nov 16

Closing this - functionality is either implemented already prior to the mid-terms or will be raised again afterwards
