Optimal use of driver offer - design needed #360

In general discussion and specifically in https://github.com/voteamerica/voteamerica.github.io/issues/354 and https://github.com/voteamerica/voteamerica.github.io/issues/350 we are considering how to make optimal use of a drive offer.

Generally, it does seem that drivers are very committed and want to help as much as they can. To support this, the system needs to be extended and design is needed for this. Design is also needed to clarify those drivers who are not able to contribute as much as others:

1) drivers are encouraged (on the site) to give multiple times/dates – that does not always mean they want to do more than one or drive for the entire time stated, they may just be being flexible in their offer. Voters also give multiple times/dates, they only want to vote once!

2) tracking use of driver by seat count – the driver may want to limit how many pickups they do to fill all the seats. Multiple pickups also increase the ride time for drivers and riders
