Enforce https on carpoolvote.com main page #370

Browsers are taking steps to flag websites using http as non-secure carpoolvote.com works with https, but two things remain the be done, I think

  1. all resources loaded by the page should also be https
  2. http://www.carpoolvote.com should automatically redirect to https

done with github pages - enforce https
