Capture New Proposal Transaction ID #110

The shitchain endpoint now contains more information, see:

we will need to capture the Proposal Transaction ID

 "tx_id": "0x0xc181606268c11594981d18856f739358c01e6833242bf2ac41d97c899a87625e"

As it will be used for making votes.

Turns out these id's are bad
