The formatting of the automatic constitution looks ok but is not good restructured text.
This does not matter unless updates need to be made to the document using the restructured version.
When this becomes necessary I'd use a script to convert the bold 'headings' to real rst headings and sort out any numbered list issues before starting to amend the doc. This will make editing and maintenance easier.
