Most of this is a data question and I think fundamentally to the extent that the existing categories are dissatisfying, we're stuck with them unless we want to put in a lot of hours. Here's what I did to help accessibility of this feature:
The reason I didn't check all of the individual boxes by default is that I think the most common uses are all categories, or manually checking a few categories, and "check all except 1" is a much lesser user case. If anyone else gets an impression to the contrary, let me know.
Subject matter: Have all checked as a default, simplify/consolidate the groups (I realize that might be a tall order with such a large dataset) and put in alphabetical order. Something like: ○ Agriculture ○ Budget ○ Civil liberties ○ Defense ○ District of Columbia ○ Government organization ○ Indian affairs ○ Foreign policy ○ Government management ○ Miscellaneous ○ Regulation ○ Social policy ○ Social welfare
