Party chart label #277

Take out the “how to interpret” notes and put them under the chart as a footnote

How are parties sorted in this new view. Looks like size. Should we have option for alpha and first appearance sorts?

@JeffreyBLewis Yeah, don't worry about the list down bottom -- that is not yet complete and will have the kind of metadata you'd expect. Paradoxically what I had hoped to draw people's attention to with this link was the top chart, parties at a glance!
