Redesign map movement #282

The way you can move the map to pick a new place is a little difficult, because it seems to pick the map center even if you click on another part of the map.

Jeff and I decided to disable map movement refreshing the results going forward. Mostly, the idea is that you should enter a new address to get a new result. This did allow me to do some cool stuff with district maps though.
