Add search bar for members on congress page #333

I think it would be very helpful on your chamber plot, to be able to look up a given candidate and see where they fall within the scatter plot. Maybe I'm missing that feature? I know you can look up their ideology on their individual page but I would be cool to see them in comparison to specific elected officials with the two DW nominate axes.
