Some members with incomplete bio data now erroring #355

This guy only voted once and then got expelled from congress, and because the expulsion retroactively rescinded his appointment he's not in the bioguide. I think when I refactored the bio page, I somehow began assuming a key in the dictionary exists?

Yeah that is the same person referenced at voteview/member_photos#12. Ultimately deemed to have lost his election. Interesting that he isn’t in the bio guide insofar as he may have other breadcrumbs in the record. This is a super rare case.
