Many fields in the rollcall information download file Sall_rollcalls.csv entirely NA #367

Many fields are not getting written correctly from the DB into the XXX_rollcalls.csv files.

Which file are those numbers coming from? I think those fields don't exist for most of the older votes.

What is shown in the summary tables is the entire Senate history.
