Feature/issue 162 restore address pre suf fix #388

We are restoring StreetSegment.HouseNumberPrefix and StreetSegment.HouseNumberSuffix to the specification to support States who make use of these fields in the 3.0 specification. It has been discussed that the removal of these fields has prevented upgrading to 5.1, and so we'll restore them to facilitate higher adoption of version 5.
