Offline data entry with multiple contests should allow larger samples than drawn per-contest #1776

One little annoyance/nice-to-have: in audits with multiple contests, it'd be nice if we just took the largest sample size and then pulled the sample size selections for the other contests from that.

right now, there's some weirdness where if I have one contest with a 10 ballot sample, and one contest with a 90 ballot sample, I have to commit to sample sizes in both contests, which is a little weird. Even weirder, if I'm doing offline data entry for ballot polling, and I enter in more than 10 ballots for the first contest (which might happen if I pull a bunch of extra ballots for the second contest), I get an error.
