Clicking next with and undervote should warn voter. Has two buttons:

• Close
• Skip

"user didn't go over review screen and missed an undervote warning" was the user who admitted that he wasn't really reading and was just looking to see if everything was clickable so I don't think we can factor this in.

Alerting voters of undervotes on the contest screen is problematic because warning voters every time they don't select max candidates is cumbersome, presumptuous, and borderline coercive. Only warning on first time sets the expectation that they will always be warned. I think we're better off focusing on the selection status indicator and notification of undervotes on the review screen.
