FE: Visual flag when showing partial contest results #5

Goal: When showing contests that are larger than the filter/segment of the site under which they are currently shown, some visual element should warn the user that they are only seeing partial results of a contest, not full results (e.g. if you're filtered to county results, but there are federal races on the ballot, county results for those races are partial only.)

Background: It is useful to prioritize full results for every contest on the ER site, but there are certain situations where you want/need to show partial results as well. Differentiating these clearly for the user helps avoid misunderstandings (like when a user looks at their county's page, but thinks the county results for the race of president are the statewide results).

Deliverable: Visuals of the state-level homepage design with a couple of different options for showing partial results, so that we can get feedback from stakeholders.

Data inputs: The district level in the election definition will allow us to know which contests should go in which filter - filters smaller than the district level of the contest should trigger this filter.

To be 100% clear what the definition of "partial results" is: Are any results other than the final tally at the level of a contest considered "partial results"?

eg. US President at federal level is the full results, US President at a state or county level is partial results?

eg. Mayor at city level is full results, and Mayor at sub-geographic area is partial results?

If the above is true, then it seems that partial results may be a contest-specific concept. If this is true, then perhaps it makes most sense to display a link to "view full results" on a contest such that a user can click this link to be taken to the page where the full results can be viewed?

Correct, that's what partial results means. A "view full results" link is a great idea, but I'm asking for something else, too - a visual callout/warning of some sort that you're not looking at the full results (because the likelihood is you will be seeing many contests on a page, some of which are partial, some of which aren't - so it's easy for unfamiliar users to get confused. Maybe it's a slightly different color header, maybe it's a warning icon - up to you.
