Bug: App crashes when inputting pollworker card after scanning 1 ballot in election. (I assume it has to be some specific subset of data in said ballot)

Will add repro election info to issue…

Repro: Configure VxScan with the attached election package tally-report-builder-10-11-2023.zip

Scan 1 ballot with the attached ballot PDF with votes for:

Precinct - Precinct 2
Ballot Style - Two - p1
Scanner - 002
Batch - Two
Party - One
Voting Method - Write in Vote

official-absentee-ballot-Precinct_2-ballot-style-2-p1.pdf

The specifics of the voting may not matter at all for the repro.

After a succesful scan insert the pollworker card, see crash.
