VxScan: Blank ballot adjudication reason is ignored for BMD ballots #5189

VxScan accepts BMD ballots with no votes when the blank ballot adjudication reason is turned on (instead of flagging them for voter adjudication). It does correctly flag blank HMPB ballots.

We should also check whether the undervote adjudication issue is respected for BMD Ballots.

While we're at it, let's also make sure that other relevant adjudication reasons are properly validated for BMD ballots
