VxISO: Maintain configuration across installs (ID, time, jurisdiction, cert) #5384

Next time we do software updates in the field, this will be a big efficiency and accuracy boost. Since vx-iso is not considered part of the certified system, this can be iterated on during the v4.0 certification campaign.

We likely don't have time to make this update before next week, and I also don't want to risk a change to the imaging process for critical in-field updates last minute. I'd rather we test this in the context of QA images first. So moving to the v4.1 milestone for now.
