Figure out right way to handle invalid CVR files #833

We're not always consistent right now with how erroneous CVR files are handled. For example if there is an either/neither contest and a CVR file has one of the contests but not the other, the bmd tally calculcation code will count that as an undervote and election-manager will just not count it as a ballot cast for that contest. This situation should never happen but we should figure out how to handle it consistently.
