Add ukranian translation. Edit composer.json

Please remove composer.json change. I already fixed it. The idea is that I have 2 pares оf different modules: yii2-users-module, yii2-start-users-module, yii2-rbac-module and yii2-start-rbac-module. The modules with start prefix are used in Yii2-Start application.
