[voxel-quarry] Automated mining quarry #18

Automated machine to slowly mine out cubic regions of the world, and place the blocks in a chest. Could require power GH-16.

Note: consider the impact of voxel.js "cubic chunks" (unbounded Y axis, not only XZ). Maybe include all three axes in the 'landmarks' region selection
