Overhaul of ConnectionFilter system #36

The previous system turned out not to work as expected. To solve the problem the system required some changes in how it works.

Added IConnectionFilter interface
RemovedOnStorageNetworkUpdate delegate
Updated all methods using the delegate to be compatible with the interface
Updated all classes to be compatible with the new system
Updated some summaries to be in line with the new system
Updated some summaries for better explanations
Updated some summaries that had mistakes in them
