IJ should be fully capitalised in Dutch #689

Describe the bug In Dutch, "ij" should be capitalized fully when capitalized, such as "Capelle aan den IJssel". Currently, in the (stable) game, it's spelled "Ijssel".

If you automatically capitalize city names in the game, you could give the unicode ij a shot instead

Steps to reproduce Create saves until one with a city starting with "Ij" is generated (or open the source code file with Dutch city names and ctrl+f Ij :slightly_smiling_face:)

Build version 0.85.1.0 steam

Reproducibility I only saw this with Cappelle aan den IJssel, but I'd assume it's like this for all cities that start with IJ.
