Describe the bug
When selecting the recipe for a building, the popup is launched from the click location. Other windows (such as, selecting any vehicle) tile as you open them. This can cause the popup selector to be well off screen.
Steps to reproduce
Create any Factory
Move the screen position so that the factory is near the bottom of the screen
Click to select the recipe
Expected: Popup window is presented as a tiled window
Actual: Popup top bar is placed where the click action happened, placing the bulk of the window off screen.
