Warehouse connection to conveyor not being fully utilized #766

Describe the bug If you have a warehouse with multiple mines, dumping into the warehouse and a conveyor belt (or more than 1) and a station connected to the warehouse (only the warehouse, not the nearby mines) sometimes the conveyor belts will not be loaded by the warehouse or warehouse connection, while there are enough goods in the warehouse

Steps to reproduce build 6+ sawmills for wood. build 1 small warehouse, set to wood logs. build 1 trainstation, connected to the warehouse but not the mills. setup enough factories to consume more than the conveyor belt can provide connect the warehouse to the industries with a conveyor belt. set up enough trains to cause a continues demand for goods made in the factories. (beams or planks is easiest) You'll now see wood will be filled faster in the warehouse than the conveyor output can output, but sometimes it won't output anything while the belts are empty.

Reproducibility Continues once it starts

Logs/saves did try to add something, don't know if it works though, cant see it added it's
