Bug: Businesses spawn not according to Citizen numbers #772

Currently I have a 1619 Citizen City that has 8 businesses, despite the next business should have spawned at 4000+Citizens.

Suspicion: It appears the businesses spawn if the city reaches the size of the difference required for the next spawn, not at the total number of added difference. City size 4000+ show for next demand, at city size 1619, Business spawns, 6700 is shown for next demand.

checked again: 3 > 4 Businesses at should spawn at 1098 spawn at 501 Next spawn theoretically at 1655

So way to early spawn.
