Describe the bug
This can be built with road building tool:
I tested it with 2 AA trucks - you can reach the "Workingpath" stop but you can't pass from the depo to "Brokenpath".

I tried to reproduce on different sites - apparently it's affected by the coast shape:

I have a savegame which reproduces it, even after game restart.

I can't upload the savegame for some reason. Tried in Firefox + Edge, using drag and drop, from Windows Explorer + TotalComander, with naked savegame (93MB), with one zipped by the game "export" func (52MB), with one 7-zipped (37MB), with one 7-zipped and then Zipped (37MB). I always receive this:
