Research building pause and resume uses up cash mid research #978

Describe the bug When you have a research building up and actively doing research that uses cash. (I guess only cash, I'm not sure about any other research) And you pause and resume the research, it will take the initial amount of to start the research every time you resume it. I have the feeling that this is an unintentional feature.

Steps to reproduce

  1. Have a research building and plenty of cash to see this in action (Best at start of the game when inflation is low and you have to research manufacturing.)
  2. Start research that uses cash only and let it run for a moment.
  3. Pause research then resume.
  4. Pause and resume as many times as you like while research bar isn't completed to see that your cash drops every time you resume.

Build version Microsoft Windows 10 Home 0.87.1.5 steam

Platform Version 21h2 (OS build 19044.1826)
