Page jumps inconsistently when 'building' and 'publishing changes' #398

When user clicks 'Save' and/or 'Publish Changes' button the page inconsistently jumps erratically.

Steps to Reproduce: 1) Navigate to [staging](https://staging-autotune.voxmedia.com/blueprints/annotated-page/new_project 2) Create a annotations doc 3) Complete all required fields 4) Click 'Save' 5) View page jumping 6) Make a minor edit 7) Click 'Save' then 'Publish 8) Click 'Publish Changes' 9) View page jumping
