Modulesync 1.2.0 #41

Though these tests are failing, they were apparently never working. This does at least get the modulesync in place and allows someone to start fixing the very real errors it is generating.

I fixed a few more things (and I am guessing that testing for empty on $clients would resolve one test failure), but there are some other fixes needed here that will really need to be dealt with (or more data needed to be stubbed into the spec) to resolve the remaining failures.

Going to close this as a won't fix, and removed this module from managed modules. If someone wants to take up the torch later, they're welcome to do so.
