Update puppetdb to 8.5.1 #70

Fixes https://github.com/puppetlabs/puppetdb/issues/3966.

Looks like the error is caused by a typo introduced by https://github.com/aquasecurity/trivy-action/pull/338. Will be fixed by https://github.com/aquasecurity/trivy-action/pull/344.

Saw it as well. It is mentioned in https://github.com/puppetlabs/puppetdb/blob/main/documentation/release_notes_8.markdown and a tag exists. Package for it exists on https://apt.puppet.com/pool/jammy/puppet8/p/puppetdb/index.html too.

Looks like the issue should be fixed in trivy action now.
