Improve RSpec tags support #278

On top of #275 , this PR improves the way to handle tags.

When this PR will be applied, you may

include/exclude custom spec from a run using RSpec tag syntax
exclude specific tag from a run
use RSpec-like syntax to include/exclude tags (e.g. --tags ~wip will exclude wip tagged specs)

Oh yeah! We could really use this to test new specs quickly!

I had to merge this manually because PR merges kept breaking it. But it's merged now and I've also added acceptance tests to make sure we don't break this in future. This is something I've wanted to do for ages and this was a really simple fix. Thanks!!
