Add PMC onboarding section & general cleanup/improvements #201

Hey @voxpupuli/project-maintainers. The onboarding for this election somehow slipped through, mea culpa. I updated the github group for all of us and configured the pmc mailinglist properly.

@natemccurdy @llowder can you please check if you're subscribed to our voxpupuli@groups.io mailinglist? I wasn't able to find you in the members list. Please also let me know which gpg key/email address should be used for our secrets handling in the plumbing repository.

@natemccurdy can you setup an IRC account on freenode to join #voxpupuli-pmc and #voxpupuli?
