Add puppet-format module #233

This adds a new module I created the other day that is more bolt specific but still has uses cases for normal puppet modules.

Is this better off in extlib?? I dunno. Just thought I'd ask. We're not really setup for pdk at the moment, relying heavily on modulesync instead. Is that going to be ok?

I just remembered about pdk. Yeah lets hold off for now. Let me think about the extlib bit. That might be pretty useful.

Closing as I am working to bring pdk to voxpupuli and puppet-format is the test module.
