Modulesync won't overwrite puppet format?

our plumbing setup is not related to modulesync. Here we manage all modules with secrets: https://github.com/voxpupuli/plumbing/blob/master/share/modules

modulesync_config has an own list with managed modules: https://github.com/voxpupuli/modulesync_config/blob/master/managed_modules.yml
