Deprecate support for Debian 8 and Ubuntu 16.04 (and add support for Ubuntu 20.04) #114

These OSes are EOL and are now deprecated. No specific code has been removed, so this module may still work on these OSes. But we are no longer test against them and future versions of this module might more actively remove support.

I'm going to remove the allow stdlib 8.x commit from this PR.

Tests against Debian 11 fail at the moment, so we can add support later when Puppet Inc has released a puppet-bolt package for it.
