Pull Request (PR) description

Add relaxedPathChars and relaxedQueryChars directives in the server.xml template for jira version >= 7.12.

This Pull Request (PR) fixes the following issues

Sorry I missed #277 this might be a duplicate

I was a bit too fast and I should have used function versioncmp instead. I close it and will send another pull request once the quality will be ok
