Question: persistent network rules #246

Would you be interested in a type and provider for persistent network rules (/etc/sysconfig/network-scripts/rule-XXX in Red Hat)? Unfortunately I'm in no position to code for the Debian side of things, so it would be a Red Hat flavour'd type only to begin with.

@dhollinger can you take care of this. I think you said you plan something similar, maybe it can workout together.
