Add service code #5

Tests are failing as centos 6 is included in the beaker docker sets. https://github.com/voxpupuli/puppet-puppetwebhook/blob/master/.sync.yml#L43

Metadata.json doesn’t claim support for EL6, and systemd isn’t available.

Yeah, I need to remove centos 6. Somehow forgot about that.

Figured we could add it later if we need to.
