Fetch gpg signing keys from rvm.io website as not all of them are available via keyservers

This Pull Request (PR) fixes the following issues

Oh, I also took the liberty to change the PR title to better reflect the current content. We can squash the commit on merge and modify the message then. Avoids waiting for another CI run.
