WIP: Add manage_repo parameter #16

WIP: DO NOT MERGE This would be a breaking change as it defaults to true and users would get newer packages they may not want...

Packages are from repo listed at http://wiki.squid-cache.org/SquidFaq/BinaryPackages

Why default to true? default to false and maintain backwards compatibility?

@traylenator Probably a very good idea. Especially since http://www1.ngtech.co.il/repo/centos has just started returning a 404... sigh.

@alexjfisher I updated RHEL for the latest 3.5.23 stable version with all other releases.
