The first case (all defaults) fails on deb 9 with:

Nov 09 23:32:33 debian-9-x64 (squid-1)[1522]: No HTTP, HTTPS, or FTP ports configured

I say we skip it because the case where a service is configured does work.

Rebased and simplified into one acceptance test.
