Drop support for Puppet 4,5 & 6, CentOS 5, 6 & 7, Ubuntu 10.04

This pull request represents the minimum to allow tests to pass following migration from petems-swap_file to puppet-swap_file in voxpupuli space.

Drop support for:

• Puppet 4, 5 and 6
• CentOS 5, 6 and 7
• RedHat 5, 6, 7
• Debian 6, 7
• Ubuntu 10.04

Other Changes:

• Remove use of has_key, ishash, validate and hiera functions.

Notes

• This status should not be released since more modernisation is required.
• Currently no OSes are supported that enable acceptance tests. They will be enabled (and fixed) after this.

Its a bit odd in that this results in no useful OSes being supported.

Would rather #3 was ready as well which is pending on - https://github.com/voxpupuli/beaker-vagrant/pull/80
