Add GitHub action #203

Adds an initial GitHub action workflow for restore, build and testing

Testing is only for the Cesium tests, think the other tests have dependency on Windows and/or large download files.

Observation: there is some async error when trying to run the tests on macos in SharpGLTF\tests\SharpGLTF.NUnit\NUnitGltfUtils.cs - ValidationReport.ValidateAsync
