Updated to support Jupyter Notebook 7 #245

Updated the file with_notebook.py so that VPython works with Jupyter Notebook 7. With Jupyter Notebook 7 the nbextension machinery has been made obsolete and so notebook version checks were added. Jupyter Notebook 7 now uses the same machinery as JupyterLab .
