The charset of XmlDocumentation don't support utf8 charset #537

What steps will reproduce the problem?
1. Put some charset only in utf8 like (ç,ã,ó)
2. Compile
3. Gallio assembly execute proves.

What is the expected output? What do you see instead?

And see that the Executation Log, show the summary with the specials char's
wrong.

What version of the product are you using? On what operating system?

3.0.6 on XP with Visual Studio 208
