Implement the EXTPLANE-VERSION header for versioning #40

Adds EXTPLANE-VERSION on the line after EXTPLANE, so clients can detect the feature version. Any future features or bug fixes should increment the EXTPLANE_VERSION by a positive value.

Fixes issue #37
